What is CTC?
The communities in Warren County share a common hope and goal: that our area would provide children and adults alike with a fun, safe, and interesting environment in which to grow up, work, and thrive.
In order to achieve this goal, Warren County is using a framework called Communities that Care (or CTC), which is essentially a process of community mobilization, goal setting, and action.
The developers of the CTC program began by researching the behaviors that encourage youth and adults to thrive and those that don’t. The developers then formed a framework for successful community mobilization, with resources and program guidelines.
The process of CTC is as follows: the adults and youth of each unique community in Warren County collaborate to assess the prevalence of certain risk behaviors in the community (such as violence, substance abuse, teen pregnancy, school drop-out, and delinquency) and of community protective conditions that tend to bolster the chances of youth to succeed. Business owners, the faith community, parents, and youth all need to participate in defining the community’s goals and choosing the methods to attain those goals in order to have true representation. The community then prioritizes the issues, and works to enhance the protective factors and reduce the risk factors for the sake of the youth and the entire community.
Warren County assists each community by coordinating the efforts of all the communities involved in the CTC process, by providing resources to communities as needed, and by providing overall services as needed such as publicity, grant writing, and other services.
